The PM should at least be a developer, with at least superficial knowledge, otherwise it will be hell both for him and for programmers.
And TK is usually divided into two understandable parts: business logic and technical requirements.

PMs usually do not write TK, because. TK is a technical task, i.e. implies technical expertise. If we are talking about some functional requirements, then write in ordinary human language, adhering to the rule of writing what we want to get and why, and not how to implement it. This is quite enough. Whether an individual specialist or the developer himself will form the TOR on the basis of these requirements is a matter of company organization.
The developer is a translator from human language to machine language, if he does not know one of the languages, then it's a disaster. Therefore, a kind of introverted developer who cannot communicate, but writes excellent code, this is a problem, because. he can't work as a translator.
But no matter how you write FT or even TK, without communication during development, the result can be unpleasantly surprising, which is where various agile directions began to develop. As for “writing in ordinary human language”, you also don’t need to rush to extremes, otherwise there were “gifted” ones in my memory who deleted flowcharts describing business logic and wrote them in human language to the best of their ability, this, of course, is already nonsense.
Based on all of the above, it is quite possible that your problem is not in the "correct" writing of the TOR, but the lack of communication and the "I don't know anything, I did it like in the TOR" approach on the development side. The problem is common, but one simple advice will not solve it.
