I don't know if there is a definitive answer to this question. This is the opinion. You are located in the international network and in general have the right to do and write whatever you want, without referring to any legislative norms, although you must adhere to the general principles adopted in the network and societies of the states in which the site is supposed to be promoted. And then how will it go. As long as the site is small and not particularly visited, no one will care about any policies and rules there. And if he “shoots”, there will be both enemies who will find fault with trifles, and money for a lawyer who will help fight off enemies in a particular situation and at the same time recommend making changes to documents in accordance with a specific case.
As for the languages ​​- IMHO it is worth writing documents in the languages ​​in which the site is made: in the Russian version, the documents are in Russian, in English - in English, etc.
