How to write a web development training plan?

Task: to teach an adult (20 years old) a person with a liberal education in programming, because he wants this and wants to partially earn a living through freelancing.
I myself am a back-end developer on node.js / php, but I learned everything on my own, and at the university I only consolidated the IT theory. And I don’t see the point in throwing a textbook on C with pointers and so on at a person, I studied all this already having programming experience in JS / PHP and it was 10 times easier for me than my classmates.
So far I have come up with such a plan:
1) learning layout and css (you need some good book where everything is chewed. what?)
2) learn all learn.javascript.ru
3) ???
I would be grateful for additions to the list and for criticism. Especially if there are people who have solved such a problem and can help.

It's better to start with the basics of programming.

js - learn.javascript.ru
If you want to be a front, learn react/vue, node.js, webpack and much more.
If backing - php, sql, linux, symfony 4/etc...
Required English and git.
But going to it for money is nonsense, it’s better to do your own thing. For example, I came here, dreaming of writing my own game, and then somehow by itself.

Web Development Roadmap
You don't have to learn everything from cover to cover, and not necessarily in that order. But you need to at least in general terms understand what is said in a particular section, and then go deeper.
