How to write a mouse movement emulator (macros for it)?

There is a desire to write a program to emulate mouse movement (the mouse does not have a hardware macro support function). Requires activation when a key is pressed and deactivation when it is released (high performance is desirable, and of course, the absence of lags / friezes). Can anyone suggest what/how to write it? There are ready-made solutions, but they are painfully expensive or work crookedly.
