How to disable the mouse wheel action in the program?

There is a sai2 portable drawing tool. By default, there is a binding of the mouse wheel to the zoom and there is no disable option, but I want to reassign it to another action. It became interesting, is it possible to disable the zoom, and so that you can reassign the action?

Theoretically yes, especially if the program is open source. If the program is closed source, then it is very difficult. If the program is closed source, then you can somehow intercept the wheel event and make jump to nop (but this is not accurate) But it will be difficult to reassign, especially if the program is protected by some kind of protector.

There is such a program autohotkey - among other things, it is suitable for reassigning buttons. You can set the behavior from the active window in it (IfWinActive something like that) and if it's your program - do nothing, otherwise - pass the scroll as expected. But at the same time, due to the additional overhead for processing actions, lags may appear in other programs.
