How to write a manifest for a chrome extension?

You need to make a Chrome extension that will only run on a specific site (say www.site1.com) and will run a single JS script (let it be script1.js).
I saw different tutorials on this. But they are either outdated. or they don't teach it. I don't know much about this topic, hope you can help me.
