How to write a file to a flash drive that has Linux installed?

Good day.
There is a Raspberry with an OS installed on a USB flash drive.
How can I write a file to it from under Windows?
I can copy files from a flash drive using DiskInternals Linux Reader, but it does not allow writing.

There is a plugin for Total Commander.
Search for "ext4"

It all depends on the file system on Linux. Just install drivers in your OS that support writing to the desired fs. Most likely, Linux is installed on ext3 / ext4, if so, then you can use this driver .
If you want to provide access over the network, then look towards samba
