Proftpd: Is there such a possibility?

Hi all!
Is there such an opportunity for Proftpd (ftp server) to filter uploaded files? Allow download of a specific format? Example: (Allow .mp4, .avi downloads and block everything else)
Also interested in the ability to block the PHP script from running in the specified directory?
There is full access to the data center with root access. You can offer any other FTP server with similar capabilities.

As for banning php, it's better to set up a web server so that it gives all the files in this folder as is.

Since the server still has a website with PHP - wouldn't it be better to abandon FTP altogether for this task and make a video download page - with authorization and verification of the downloaded with the same PHP script?
For example, the fact that the file contains a video can be checked by the output of ffmpeg.
