How to write the right concept for a web project? What should be the structure, what points should be described in the concept? What is the correct standard for writing a concept? Googleyandex does not lead to anything sensible.

Read Vigers' book - Software Requirements Development. There are templates at the end of the book.
It is also true that the requirements for software and the requirements for a business (startup) are two different things.
Business requirements for which people are responsible - they usually write in Mackinsie, backing it up with serious reports and studies that "according to these requirements, the business will work and earn if they are met." It is very expensive even for large companies.
In any other type of business, any wording in any form works, simply because it is a finger in the sky and unreasonable desires.
Separate the web project strictly - you can easily write requirements for it, and it is also easy to fulfill it, and draw this line that a web project is not a startup, it is a web project.
For this to be a startup, a Business Requirements Document is written, but as I said, only strong consulting companies can "guarantee" something with this document, all other documents are God's dew.
This does not mean that they should not be written - I so clearly point out their non-guaranteedness, because as soon as such a document pops up in the relationship between an investor and a startup, the startup falls into endless hell if it undertakes to implement such requirements. Investor will milk all juices referring to this "document".
Therefore, be calm about such documents, it is better to call them "essays", which will reduce some requirements for what should be there.
