Apparently the languages are written in descending order of knowledge ... If the python did not fit, then you need to take C ++

In python, apart from text games and graphic novels, you can’t write anything, you can immediately forget about it. I would not advise looking for a graphic library either, you need an engine, otherwise you are tormented to implement each feature. After all, the engine is not only a GUI, it is also work with atlases, batching, animations, shaders and other convenient little things. Take Unity, Unreal or whatever, save yourself a lot of time.

Это простой изометрический уровень, в принципе - подойдёт любой язык.
Web-app(nwjs.io+js)+server(node.js) и получите искомое.
