How to work with h264/HEVC video in Adobe Premiere?

There are videos from the registrar that you want to process in some way. The recorder shoots in h265/HEVC format.
None of the versions of Adobe Premiere I have tried understand this format. Either gives a decoding error, or displays a green rectangle instead of the video (sound is sometimes read in this case)
All guides on the net come down to transcoding video with third-party programs, but this is a bad solution. Is such a convenient and modern program not able to work with such a common format?

It's better to transcode,
ffmpeg https://ffmpeg.org
need minimal knowledge of working in the terminal

ffmpeg -i "путь/к/файлу" "путь/к/выходному/файлу.mp4 "

at the end add .mp4 or .avi, .mov will
recode to h.264 by default
