This can be done in After Effects:
1. Put an Adjustment Layer on top of the footage
2. On the Adjustment Layer, throw any suitable Blur from the effects, for example, Gaussian Blur
3. Use the mask tool to select places for blurring.
But this is a crutch method. Pros in 3D editors consider a special z-depth mask and blur it.
