How to work with Bootstrap?

Hello.
The problem is where it should not exist at all, and most likely the solution is so obvious that I can’t figure it out.
In general, I downloaded and unpacked Bootstrap 2.3.2. For the test, I created a standard template for myself Hello, world, from here - mybootstrap.ru/get-started/. I start .. And there is a white screen and text. And that's all, really. Tried using a couple of templates from the next page of the same site - same thing.
In HTML / CSS, although I'm not a master, there are no errors with a missing character or an unclosed tag.
Tried the same with the later version 3.1.1 but the result is the same.

1. Download Bootstrap 3 already and learn from it.
2. Most likely, you have incorrectly spelled out the addresses of the scripts relative to the file. Check.
3. Smoke video tutorials, here for the 2nd one, for example

2. Use version 3 of the framework.
3. Get used to using official documentation.
