How to work with a commission from users?

I have a small site, so to speak. I have two categories of people: some provide a service, and others use it. Those. it turns out that the second pays the first, and I take a commission.
I'm concerned about the legal aspect. How is this done or where can I read about it, especially about the pitfalls? Well, for example, when Vasya paid for the service, but is dissatisfied with the result and asks for money back.
Turnover of about 200 thousand per month, providing services: 5 people. - if it's important.

In essence, you buy services from 5 and sell them to the rest. At the same time, pay taxes according to your form of ownership. It is desirable to have contracts with these 5, since there are not 1000 of them, this is quite realistic. And transfer money to them in white money, in order to later prove that taxable profit is the difference, and not all the money included. If there are no white payments, you will have to pay from the entire amount entered.

There are two main schemes for such work:
1. You are the seller of the service to the end buyer. You invoice him for the entire amount, this payment is your turnover. You are fully responsible to the buyer within the framework of your contract with him and the law. Service providers are your suppliers or subcontractors, you have separate contracts with them, and they do not care about your settlements with buyers.
2. You are a reseller or agent. Here your client is just a supplier, you provide him with the service of finding and attracting a buyer and making a deal between them. You invoice the end customer on behalf of the supplier, with yourself on the invoice as agent and payee. The money received is not your turnover. You transfer from the supplier, minus the commission, and invoice him for the amount of this commission. This is your turnover. The contract in this case is tripartite, which specifies the rights of the buyer, seller and intermediary. Here it is already possible for the seller to reimburse all losses and solve the problems of dissatisfied buyers.
Of course, some mixed forms are also possible, but all the same, it will be something like 1 or 2 options. We have clients whom we have helped to set up companies in Estonia and organize their work according to both the first and the second options. In this case, there is still a different value added tax, depending on the location of buyers and suppliers
