How to work on UpWork without knowing English?

I see a lot of projects on upworke that I could do quickly and efficiently, but I don’t know how to work with the customer. I read almost fluently, more or less I can communicate in writing (using google translate), but speaking skills (as well as listening comprehension) are very bad. In principle, there is a person capable of acting as an interpreter (thank you), but will they want to work in such conditions ...? What interesting things can you offer?
ps I'm working on English now.

almost fluent reading

it's not at all
In addition, customers who need perfect Oxford English orally via Skype are usually among the most problematic.

but with conversational skills (as well as listening comprehension) everything is completely bad

I’m fine with English, but I want to say that for half a year of work there, only one customer needed daily personal communication from me on the topic of the project, correspondence is enough for everyone else. When invited for an interview, you can write that you perceive the language poorly by ear, and would prefer chatting, everyone perceives this as normal. By the way, very often those who need verbal communication indicate this in the task description.

You are doing the right thing.
Level B1 (Intermediate) is already enough to start working in writing.

hire a manager and work through him. This is how I work now. He looks for orders for me and sends me relatively good ones. Then I answer him suits / does not fit and then I work through him (he translates the customer’s thoughts into an “understandable” language for me). Then they transfer the money to my card and I send the manager% (usually 15)

As already mentioned, "I communicate in writing" and "without knowledge of English" - this is heaven and earth.
I have been working for almost 3 years, I try to avoid verbal contact - and it's fine.
Some clients require, but many are sympathetic to, communicating in writing.
So learn English.
And, yes, do not hire anyone (except perhaps a tutor) - direct communication will tighten your language.

Cooperate with a colleague with knowledge of English, divide the work into two. By the way, customers like that the team does the work, because one can replace the other in case of force majeure

I can advise you to find a poor 1-2 year student with a good knowledge of written English. There are many sites with many resumes of tutors, they will help you.
