How to withdraw money from upwork to paypal?

I'm trying to withdraw some amount from upwork to paypal, but nothing comes out and the withdrawn amount is transferred back to the upwork account.
A message arrives in the mail:
Your payment of $ via PayPal account failed, and the money has been credited back to your account. Review your payment method information."
What could be the problem?

if the paypal is Ukrainian, then nothing will come of it, since in Ukraine you can’t receive money on paypal, you can only pay for purchases.
