How to watch youtube video in hd quality on phone?

On the phone through the youtube application, the maximum resolution is 480, android 4.4, although on the tablet 4.0 hd and full hd are available. How to fix it?

In the settings, uncheck the traffic saving checkbox.

tray menu in youtube -> settings -> general -> uncheck traffic saving -> download item -> via any network
