How to view website backup in browser?

There is an archive with a backup of the site, but I don’t know how to open it and read these sites! Is there a program for viewing backups as offline sites!

Do you actually have a backup? and in what form is it? set up an appropriate web server on the machine, unpack the backup into it and view it ... And if it's bare html, ANY browser will do
