How to use the old domain on the new site?

I am creating a website from scratch and decided to buy a domain for myself.
I found a free domain with a history on web.archive.org (.com)
But I didn’t understand how to make it work on a new site and save its history, and not re-register.
Googled people write incomprehensibly or do not finish speaking.

It’s not very clear, so you want to roll out all the old content that was on it before?
How to understand "re-registered" it will still be re-registered and will be on you, but before it had a different owner.
