How can this be in the top and why is it in the index for more than one year?

Very often I stumble upon this "garbage heap"
A site on which there is no information, a maximum title and a small text from other sites. Essentially empty. But it is often in the top 10 for top queries. How and why do search engines not remove it from the index? What is the point of optimization then? There are hundreds of links on the page, zero content.

Maybe it's about audience retention? A novice in programming pierces probably a dozen links, in addition to the one he is looking for.
