UTC and GMT are the same thing - they are the time in London. All world time is counted as + or - how many hours from London (more precisely from the observatory in Greenwich).
Since the computer can be anywhere, it is more convenient for the computer's internal clock to work on UTC / GMT, and for a person to see all this already converted to his time zone. For this, the time zone is specified in the Windows settings.
But, of course, no one bothers you and act alternatively (I do not recommend).
