How to use server IP as proxy?

My VPS has 2 dedicated IPs. Can they be used as a proxy server? And then I tried more than a hundred IPs and none of them work.

Take a VPS on KVM, buy as many IPs as you need for 45 rubles each, install 3proxy software and you have socks ready.
