How to use Neat framework?

Good afternoon, I installed ruby, installed sass, installed burbon, everything works, but I don’t understand how to use this Neat, I also installed it with the gem install neat command. The main page says:

I can't write such code in index.html ?
Can anyone work with this framework?

Does religion not allow you to raise your eyes higher? In huge letters in the center of the screen it says "A lightweight semantic grid framework for Sass and Bourbon." If the phrases css-grid and css-preprocessor mean nothing to you, then I'm afraid I have bad news for you ...
