How to use msSaveOrOpenBlob to pop up a dialog in IE 10?

The Internet Explorer API has a function called msSaveOrOpenBlob which displays a dialog box asking you to run or save the file.
I need that when entering the site (with Internet Explorer), a dialog box immediately appears with a suggestion to save or run an audio file, a text document or an application that is located on the server.
