Does anyone know how to configure Emacs so that keyboard shortcuts work when the Russian layout is enabled?

You can switch layouts through emacs itself: C - \

For example, you can assign a command to any key like this:
Mx global-set-key RET key cmd RET
where key is a key and cmd is the desired command.
