How to use GPL libraries in commercial products?

If I take the source code of a library distributed under the GNU GPLv2.0 license, rewrite it by changing the names of functions, classes, variables, change the order of declaration and implementation of functions, the order of executable code, and release the library under a new license that is not compatible with GNU GPLv2.0, technically it will be possible to prove the violation? Were there any cases of prosecution for the described actions?

Just like any other. This is a free license, which means that by definition it returns you the right to use the work for any purpose, including commercial ones.

Yes.

These are unknown to me. Not every stupid thing that can be described, someone actually does.
