How to use files from Google Drive without network access?

I have an entire library of books and podcasts on Google Drive that I need to access almost daily. But with the network lately, there have often been interruptions, so I can’t open files (except those in the cache).
You need to make sure that all files are automatically cached and are always available. There are too many files (more than 50 text documents, 400 books and about 200 podcasts), so manually opening each one is not an option. What would be a more elegant way to solve this problem? Phone with Android 4.3 (without root).

I don’t know about automatically, but ES File Explorer can mount Google Drive, OneDrive, Yandex Disk, Dropbox and a few more services as folders, from where they can be copied to you locally in their entirety.
In addition, there is such a commercial solution from the Play Store: FolderSync , maybe even the free version is enough for you.
