How to use docker and python virtual environment?

I read on one site that you do not need to use a virtual environment along with docker, because you get double isolation. And it seems to be logical, because docker is essentially a virtual machine, but without running a separate OS. But docker tutorials create a virtual environment. What is the reason and who to believe?

And on the fence, too, something is written. It is probably worth giving links to where what is written, so that we do not have to guess. And yes, docker does not need a virtual environment, unless there is a reason why they decided to use it.
