How to upload file in joomla component settings?

Greetings.
There is a component for Joomla 3.5.
Added a config.xml file as described here added a field with the file type to the settings file .
So, I can load the file in the component settings, but where does it go and how to pull it out?
Maybe the settings do not allow you to store files?
