How to upload a file?

The situation is the following. I need to download a large file, about 20GB via HTTP, and my channel is a dead 3-5 megabit. Today I installed it for the night, 11GB was downloaded for some time, after which the connection was cut off and Chrome saved the file as it is. It takes a long time to download again, and backup is urgently needed.
Is there anything I can do to download this file? Is there any tool that would determine the file size and send the necessary header for resuming? Preferably Win/Mac.

Under Windows, any resume manager is suitable, for example, download master.
As far as I know, you need to start the download, then stop it, instead of the downloaded piece, slip your piece into 11 GB and continue the download.
