How to upgrade to Ubuntu 14.04? After all, the update manager does not offer this

It's already an LTS release. The update manager offers only 12.10
Or does it need to be installed in a row, in order?

Quite an odd update. Somehow I updated 12.04 - at first I wanted only until 12.10, then immediately 13.10, but that was three weeks ago, for some reason I missed 13.04.
I think it needs to be updated consistently.
If on the desktop, then as indicated above:
In general, a universal way:
sudo do-release-upgrade
