How to update perl in msysgit to version 5.18 or what is the error of running git svn?

Essence of the question:
I had to rearrange everything and everyone under Windows. Including msysgit. The trouble is that I myself work with Git, but the central repository with SVN.
Accordingly, I need git svn. However, trying to run it results in:

801 [main] perl 2140 sync_with_child: *** child state child loading dlls

Recalling my past adventures, I assumed that I had an old version of perl. I looked into the dock how to update the pearl, tried, but it didn’t go any further: patches are not applied, and if you ignore them, then the script crashes in the first attempt to compile.
What am I doing wrong? Maybe I'm going in the wrong direction?

Everything is clear, this is a msysgit bug, it is solved by rolling back to the previous version.
