How to unpack the installation package and then assemble it back, retaining all the functionality of the installer?

Hello!
It is required to translate into another language a couple of programs (Win32), for which only installation packages are available.
One is a shaggy-year Microsoft Installer (setup.exe + xxx.msi), the other is Setup Factory 8.0.
I know how to translate the software itself (resources of binary files), because I work for a localization company.
The question is how to:
1. Extract all files from the installation package (install and look in Program Files\xxx\?)
2. During installation, something may be written to the registry, some DLLs may be copied to the Windows folder and installed etc... How to recognize/save these actions?
3. How can I then pack the translated program back into the installation package so that it installs and works normally? With Setup Factory 8.0 it's more or less clear, but how to generate setup.exe + xxx.msi?
PS If there is a specialist who is ready to do this work on an hourly basis, we can agree on cooperation.

1. Through the Universal Extractor www.legroom.net/software/uniextract unpack and pick the files, if there is a file (s) with translations, translate them.
2. If not, take any resource picker (Resource Hacker, Restorator, etc.) and change the text.
3. If the files are encrypted or packed. See what is packed and look for an unpacker. And we repeat point 2
