How to uninstall a program in Windows if it is not in the installed programs?

I installed a vpn client, but now it is not required, the antivirus often swears at it.

Only it is missing in the installed programs.
Also, it is not in such programs as: uninstall tools or reg organizer to uninstall it from there.

Who else has experienced this problem?

Try the old Windows Installer CleanUp program (MSICUU2.EXE).
