How to understand what is the problem with a remote server with Windows?

At my house, in another city, there are 2 "home" servers. One with Ubuntu Linux, the other with Windows (like the eighth version, I don’t remember exactly, but I always install all updates).
Recently there was a regular situation - the electricity was cut off for a few minutes. I asked my mom to start the servers again. There are no problems with the server on Linux, everything started right there. With the Windows server, as it should be, problems began.
Specifically, it simply does not appear in the list of TeamViewer machines. What happened - no idea. I understand that it may not start stupidly due to problems with iron. But suddenly the same TeamViewer just doesn't start?
The question is - how can I connect to a Windows server? Any way to diagnose and find the problem is welcome. It is on the same network as a Linux server, to which I connect without problems.
And immediately a similar question - how to protect yourself from such problems?
The option to send someone to see what's wrong with the server is excluded, because there is simply no one to ask to help solve the problem.
And it will be a shame if I choose the time, I will come home (I am in another city now), and there is just a petty problem.

Most likely the machine with Windows booted into recovery mode after an emergency shutdown.
Do you have access to the Windows monitor? If yes, then ask to reload again and load as usual at the moment of choosing the action.
If not, then try rebooting Windows again, maybe it will rise normally.
