How to understand the cause of the error with the certificate?

Hello! There is a telegram bot (php 7.2, regular hosting, 512 RAM), it has been working for about 6 months, everything is ok. Today it stopped working, we are looking at the error: SSL error {error:14095044:SSL routines:ssl3_read_n:internal error}

By searching, we found the only topic on stackoverflows. Allegedly, there is a problem with the LetsEncrypt certificate. Bought / Installed a paid certificate, the same error. I sent 2 requests to the telegram support. No answer. Where else to dig?
