Cloudflare website not available everywhere?

Installed CloudFlare SSL certificate on the site. The site works, the certificate too:

But during the availability test, it shows this:

On the cloud itself, there is a rule, Always Use HTTPS : http://*site.ru/*. Rocket Loader and Auto Minify are also disabled.
What could be the reason for the unavailability of the site?

cloudflare sometimes has problems, and in the Russian Federation there is a Roskompozor that can block cloudflare's SP.
