How to understand that the processor b. W.?

Today I bought a ryzen 7 2700x box processor, but they brought it to me as oem but with a cooler separately saying that they often sell oem processors, so they are unpacked, but it’s obvious that the cooler is not complete because there is no cutout for the processor and there is no sticker, is it possible that this processor is used . W.? Bought in a large online store

Most likely, the store simply ran out of boxed versions and sold you an OEM with a cheap cooler. The percent is most likely new, but in any case you were deceived, therefore it is better to demand a replacement or a refund.
Well, in general, you can look at the release date of the processor itself in the line starting with UA, the first 2 digits are the year of release, the second 2 are the month. But it was used or not only because of the state of the legs and traces of thermal paste - it is quite difficult to wash it well, especially on the bends and cracks under the metal cover.

This is an OEM package. In general, they gave me in a small plastic envelope, with a snapped stapler. This is fine.

Yes. It is quite real that you have a BU.
1. OEMs come either in a simple (or colorful) box (where the cooler simply has nowhere to fit), or in a plastic envelope sealed at the factory. (no staplers!)
2. Carefully look at the oxidizing layer on the "legs" (terminals) of the processor. If it is BU, then in the places where the terminals touch, this layer will be lighter (lighter / steel shade). On the new one, everything is even.

And you can also try your luck and look at the thermal distribution, if there are traces of thermal paste abrasive, it’s not a fact that they are noticeable at first glance, but if the processor was used, then they should be there (you can use a magnifying glass if you have one). But in fact, they violated the law, because if you bought one and they sold you another, it's a scam. I advise you to write to their main office, as they may not even be aware of these frauds. It is possible to snatch out this percentage of zadorma if you pretend that you are very offended and saddened by this act and are going to see them in court. Since even the opened seal on the box already shows that they may be trying to deceive you, but here there is no olo at all.
