How to understand if hosts see each other?

Well, let's say the addresses are given:
1) 192.168.0.1
2) 192.168.1.1
3) 192.168.1.0
4) 192.168.0.0
mask
255.255.254.0 / 23
Well, 4 address is the network address as I understand it, and the rest? And do they see each other? And how do you define visibility?

In theory, if everything is configured correctly on the hosts, then 1 and 2 are on the same network. The remaining two are network addresses.
