How to turn on a computer through a 3g modem?

I understand that the question is very complicated, so I just ask for advice where to dig. Given Ubuntu (well, or some other Linux) and you need to find out what kind of 3g modem is needed to implement this concept.

on the computer, configure and check Wake-on-LAN, connect the router to the computer with a twisted pair cable and a power cable (usb)
According to my experience , some network cards work fine with WOL without any configuration, some do not allow cold start (in this case, the boot after power failure option can help), some do not support WOL at all. Before buying hardware, it is advisable to google it, if it has already been purchased - you need to check WOL support before starting to build the system.

It will be possible to wake up a computer via WoL only if the 3G modem has a white address. Not all operators give a white address, and it is for a fee. Can you look in the direction of the GSM socket? then it will be possible to start the computer by call or sms, but it is necessary that the bios supports startup when power is applied.

I think we should look towards "Power On By PCI-E/PCI" or "Power On By Ring", i.e. pci-e modem.
