How to turn off/on TV via HEC HDMI via linux (ubuntu based)?

I have a Raspberry Pi 3.
It has raspbian (debian) installed.
How to send a command to turn on / off the TV?
How to transfer the TV to the HDMI input that sent the command to turn on (unless, of course, it switches itself when the command is sent)?

For XBMC, there is a default HDMI-CEC module that does this automatically.
Well, or cut the library itself. Again, you can look at the source code of the module (if you find it).
