Why are the q, f, z buttons not pressed?

Good afternoon, there are two windows in the webserver, on one - an account for oracle (oracle), the other - with root rights (second). Both accounts are in the same oinstall group. Only under the second account, I can’t press the q, f, z buttons. I tried it from a worker, from a personal laptop, the problem is not physical (everything works on the same oracle account). What could be the reason?

I won’t say about vnc, but all sorts of anydesk/teamviewer, which under the hood is the same vnc but redesigned, can work strangely if the remote machine and the client currently have different keyboard layouts, and it all works even more strangely if on the remote machine in in principle, there is no current layout (the corresponding language is not installed)
