The window appears when there are no rules for the outgoing connection.
Perhaps the installer creates these rules, so the window does not appear
(Utorrent example, which itself creates this rule)
In order for the window to appear, you need to delete the rule for the port or application (outgoing) if they exist, if there is a built-in firewall
If there is a third-party antivirus, then perhaps it processes the rules itself and turns off the built-in firewall
