How to transfer video from laptop camera?
There is a laptop on LINUX'e (ubuntu) with a built-in camera, its network is NAT. Is there any way to "distribute" this camera so that you can connect to it at any time? You also need to listen to audio from a microphone.

Google the info on VLC, I used to connect to the microphones on the laptop through it, probably the same thing can be stirred up with the video. VLC is a great tool in this regard, I have been using it for a long time.

At a glance, there are several options:
1. You can set up (or start) a private broadcast, as you have already been recommended above, through some ready-made service that allows you to broadcast privately (it seems GoodGame can do this) using the OBS program.
2. You can set up your own RTMP server and stream from it. How to do this is described for example here. The problem with NAT can be solved either by acquiring a "white" IP, or by forwarding traffic through another server that already has a "white" IP, incl. you can use various free VPNs (there are a lot of programs for this purpose, including various Hamachi, Garena, etc.), or forward traffic through VPS / VDS, VPN, SSH or any other convenient way (to VPS by the way, at the same time you can raise the site, with a player that will display what is happening + protect access to it).
