How to transfer the system (clone all data) to a new larger SSD (there is an external USB case) under Ubuntu Desktop 20.04?

Given: a laptop running Ubuntu Desktop 20.04 + a new larger SSD and an external USB case for it.

You need:

1. The minimum program is to simply clone all the data 1-in-1 to a new disk (connected via an external USB case) and then swap them.

2. The maximum program - I want to install Windows on a new disk in a separate partition, with the ability to select a system at boot, so I probably somehow need to immediately split the disk into three partitions (as I understand it) - two for systems and one - common for Windows and Ubuntu for data. Some kind of GRUB must be installed there (I haven’t done anything like that for a long time, I don’t know what preloaders are in fashion now :) )

Questions:

1. What program should I use for p.1 and p.2?

2. What file system is better to use for the shared data section from paragraph 2 - so that both Windows and Ubuntu can work with it easily and naturally.

It's easier to just split the ssd into partitions, put Windows in it, then put Ubuntu, the coffin will find Windows itself, if you put it in uefi, updating Windows will break the bootloader. The general section is possible in ntfs. Then just transfer what you need to a new ubuntu. Necessary is something that cannot be put on a new one. Files, projects.
It is important to put Windows first

0. Copy /home
1. Install Windows
2. Install Ubuntu
3. Move /home

Take an image using clonezilla or rclone
Restore from this image
Make the necessary disk layout by booting from Gparted
Install Windows
Update grub (probably did not install 2 systems on 1 disk)
