How to transfer installed programs from a non-booting machine to a new one?

Good afternoon!
The situation is as follows, there is a computer with Windows 10 and a bunch of installed and very expensive software. Windows at some point refused to boot. All recovery attempts have been unsuccessful. Attempts to restore from a bootable flash drive via sfc and dism also failed, but the disk is alive and without errors. Since there is very little time I want to reinstall Windows, but there is a problem with installed programs. It was not possible to find distributions of this software, of course it was requested, but according to the suppliers they will be sent only in 2-3 weeks. And you need to work in 2 days. In general, the question is: how can I transfer installed programs, which folders should be transferred, and how can entries from the registry be transferred? Is there any software for this?
PS For those who ask why they didn’t make backups, I’ll immediately answer what they did. But the full-time admin, who was fired for mining on working machines and selling equipment, did, in particular, he managed to sell old HDDs simply by formatting them 1 time. In general, we didn’t find any backups, most likely took them away ....

The easiest way is to take the same edition of Windows and start the installation and select "Update" and not "New installation". If it works - you will have the same live Windows with all live programs, at most -
the desktop settings will fly off.

1 We take the original windows image
2 shove it into a flash drive
3 select recovery

you can still google
the solution to copy the registry and folders so-so,
but you can try
revounistaller> scan without deleting
what it finds, this and there is a program,
then some program, we pull the registry parameters (you can do it manually)
and archive the folders, when restoring, do not forget to correctly set the rights to the folders

  1. See what programs are installed in the old one.
Only this way, and nothing else.
If there is no distribution, it's sad.
In the case of simple software, with the proper skill and a lot of time spent, you can still try to launch it.
If the software is more complicated - it will not work. At least for such a short time as a few days.
In general, we didn’t find any backups, most likely took them away ....
Who fires admins like that? And in general, critical workers. This is the inept work of your leadership.
Normally, when such shoals are discovered, the case is usually put on the brakes, the admin is not punished, and they reassure that everything is fine, everyone has shoals. Or even pretend that nothing happened. After that, they begin to carefully look for a replacement, and transfer critical things to other employees. And only when a replacement is found, the right people have all the appearances and passwords, the admin is punished, fired, shot, or whatever. But not before.

Thank you all very much for your replies. Unfortunately, the problem could not be solved. I had to stupidly reinstall the damn Windows. But anyway, if someone knows the solution to such a problem, I will be glad to know him, so to speak for the future.
