How to transfer installed programs from a non-booting machine to a new one?

The situation is as follows, there is a computer with Windows 10 and a bunch of installed and very expensive software. Windows at some point refused to boot. All recovery attempts have been unsuccessful. Attempts to restore from a bootable flash drive via sfc and dism also failed, but the disk is alive and without errors. Since there is very little time I want to reinstall Windows, but there is a problem with installed programs. It was not possible to find distributions of this software, of course it was requested, but according to the suppliers they will be sent only in 2-3 weeks. And you need to work in 2 days. In general, the question is: how can I transfer installed programs, which folders should be transferred, and how can entries from the registry be transferred? Is there any software for this?
PS For those who ask why they didn’t make backups, I’ll immediately answer what they did. But the full-time admin, who was fired for mining on working machines and selling equipment, did, in particular, he managed to sell old HDDs simply by formatting them 1 time. In general, we didn’t find any backups, most likely took them away ....

The easiest way is to take the same edition of Windows and start the installation and select "Update" and not "New installation". If it works - you will have the same live Windows with all live programs, at most -
the desktop settings will fly off.
