How to transfer/import courses to another Moodle?

In theory it should be simple: export to a file, then import from a file.
But there is no export in the admin menu, only import in CSV format.

EMNIP, you need to make a backup in the COURSE menu, the backup file is the course that can be deployed in another moodle. Only there were problems with the backup format of moodle versions up to 1.9 inclusive (zip file) and later (mbz file).
