How to transfer files and programs Windows 10?

The machine is running Windows 10 version 1511, it tries to update and the updates do not get up all the time. Because of this, it is not possible to work on a PC at all, since it constantly asks to be updated and periodically overloads the PC itself. I tried to disable the installation of updates, but it did not help.
I want to perform a clean installation of Windows and roll all the settings and programs over. This was not possible with standard methods. What would you recommend for such a move?

Demolished, installed 1709 and transferred files using PCmover, not all programs were transferred - it doesn't matter :)

Since you can't update "Windows 10 version 1511" chances are your PC is not compatible with the older version and "Perform a clean install of Windows" won't work either.
Try to install sequentially versions 1607, 1703, 1709 manually using installation packages from the Windows 10 update log .
