How to transfer a site to another hosting without downloading?

On both ISP-panel hostings, is it possible to transfer the site (files and database) without downloading it to the client machine (so as not to waste traffic)?

ISPmanager has an account transfer function. Otherwise, archive the files and download using the file manager on the new server (there is an option to download by URL). The database will still have to be downloaded to your computer, but as a rule, it weighs quite a bit.

If this is a regular Shared hosting, then there is no way (only if the hosting administration agrees to deal with this issue).
If this is a VPS, then go to the console via SSH, launch Midnight Commander and upload data via FTP to a new hosting using only the traffic of the host provider.
