How to teach Windows Server 2008 R2 to change permissions when moving files within the same partition?

We have: a server with a RAID array for a maximum of 2 disks (LSI chip). It was bought before me, no one is going to allocate money for a new one, so we close the issue. I had to put a USB drive for backup.
There is only one partition (I didn’t do it either), on which the system and common user files. As well as DB 1C.
OS: Windows Server 2008 R2
When uploading a file from 1C to a shared folder, the rights to the file are set as for one user, and this file cannot be accessed from another user. Although there is access to the folder. You have to change permissions manually.
I am aware that when moving within a section, the original rights to the file are preserved. How to turn it off?

When moving, the original rights are preserved, and when copying, the copy will already inherit the rights of the parent folder to which we copy. Can the move be replaced by copying and then deleting the source file?
